Tra Vinh's Determination to Enhance and Elevate PCI and PGI in 2023
On the morning of June 14, the Provincial People's Committee convened a conference to analyze the results of the assessment of the Provincial Competitiveness Index (PCI) in 2022, with a focus on the outlook for 2023.

Present at the conference were Vice Chairman of the Provincial People's Committee, Nguyen Quynh Thien; Deputy Head of the Legal Department at the Vietnam Federation of Trade and Industry (VCCI), Pham Ngoc Thach; members of the Steering Committee for Public Administration Reform, Competitiveness Index Enhancement, and Provincial Rankings Transformation; leaders from departments, branches, localities, and enterprises in the province.

In the 2022 PCI rankings, Tra Vinh province secured the 26th spot out of 63 provinces and cities nationwide, and ranked 6th out of 63 provinces and cities in the Mekong Delta, scoring 66.06 points. This represents an improvement of 25 places and 4.03 points compared to the previous year's rankings in 2021. Tra Vinh has consistently been among the top five provinces in the past five years (from 2017 to 2021) in terms of governance quality among the group of 30 provinces and cities with the best performance. In 2022, Tra Vinh also achieved the highest ranking nationwide in the Provincial Green Index (PGI) with a score of 17.67 points.

These remarkable results were attained through persistent and continuous efforts, emphasizing the principles of inheritance, innovation, and development to establish an active, creative, and service-oriented government. The province has identified key areas and breakthrough tasks such as administrative reform, improving the business and investment environment, and enhancing competitiveness. Special attention has been given to administrative system building and reform, as well as promoting transparency and public service to benefit the people and businesses.

For the year 2023, Tra Vinh province has set the target of advancing at least one rank compared to 2022 and achieving a PCI score of over 66 points. Furthermore, the province aims to attain and maintain its first position in the PGI ranking.

During the conference, Mr. Pham Ngoc Thach, Deputy Head of the Legal Department at VCCI, analyzed the principles and evaluation process of the PCI and PGI indexes. He provided an assessment of the province's governance quality from the perspective of PCI and offered recommendations to improve the business environment, environmental management activities, and foster green growth in Tra Vinh.

In his concluding remarks, Vice Chairman Nguyen Quynh Thien expressed gratitude to VCCI and Mr. Nguyen Ngoc Thach for their valuable insights, which will aid the province in developing more effective solutions to enhance the PCI. He also urged the Department of Planning and Investment to study and incorporate Mr. Pham Ngoc Thach's recommendations in their future action plans.

Additionally, the Vice Chairman emphasized the need for agencies and units to address the limitations associated with their assigned tasks, foster dynamism and creativity in supporting business development, and strengthen the role of the Provincial Business Association and business support promotion centers. He specifically highlighted the importance of the heads of agencies, units, and localities in this endeavor. The Vice Chairman also stressed the importance of discipline and ethical public service, enhancing the capabilities of officials and public employees, all aimed at ensuring the satisfaction of enterprises.

Vice Chairman of the Provincial People's Committee, Nguyen Quynh Thien, urged agencies and units to demonstrate unwavering determination in substantively improving the investment environment, creating an open, transparent, dynamic, and favorable business climate for investors from various economic sectors. This, in turn, will contribute to the sustainable socio-economic development of the province.

During the conference, the Chairman of the Provincial People's Committee awarded 13 certificates of merit to six collectives and seven individuals who made outstanding achievements in enhancing the PCI index in 2022.
