Positive economic and social outcomes in December

On the afternoon of December 22, the Provincial People's Committee convened a conference to assess the economic and social situation for the month of December and the entire year 2023. The gathering aimed to launch plans for socio-economic development in January 2024. Mr. Le Van Han, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, along with Mr. Le Thanh Binh, Vice Chairman of the Provincial People's Committee, presided over the conference.

The economic and social landscape in December continued to exhibit positive trends. Budgetary income, credit activity, retail sales of goods, and service revenue all saw substantial increases. Activities related to social welfare, gratitude initiatives, poverty reduction efforts, community well-being, vocational training, and employment initiatives yielded commendable results.

In the agricultural and fisheries sectors specifically, the province concentrated on harvesting the 2023 autumn-winter rice crop throughout December. The total cultivated area for rice throughout the year reached 203,364 hectares, surpassing the planned target by 0.96%, with a production output of 900,252 tons and an average yield of 5.49 tons per hectare. The total seafood output for the month amounted to 10,974 tons, accumulating to 230,058 tons over 12 months, achieving 94.07% of the target and exceeding the figure for the same period by 3.84%.

Industrial production demonstrated favorable conditions, with the production index for the month experiencing a 19.32% increase compared to the previous month. The estimated value of industrial production reached 3,404 billion VND, with a 12-month accumulation totaling 35,252 billion VND, achieving 104.1% of the target and marking an 11.69% increase over the same period.

Budget revenue was projected to reach 2,254 billion VND, bringing the total revenue for 2023 to 17,175.3 billion VND—133.28% of the estimate and an 8.89% increase over the same period. Notably, 15 out of 18 revenue categories surpassed the estimates. Budget expenditures were tightly controlled, demonstrating effective savings and ensuring balanced budgets at all levels, in line with spending objectives according to the estimates. Total expenditures for 2023 were projected to reach 12,861.4 billion VND, representing 108.84% of the estimate and a 5.23% reduction compared to the same period.

In his directive speech, Chairman Le Van Han commended the notable achievements in December and throughout 2023 in the socio-economic domain. Addressing the focal tasks for January 2024, he urged branches and localities to promptly execute the resolutions of the Government, the Provincial Party Committee, the Provincial People's Council, and the plans of the Provincial People's Committee concerning socio-economic development and budgetary estimates for 2024. The emphasis is on implementing the recommendations and proposals put forth by the Provincial People's Council Delegates and Committees during the 12th session of the Provincial People's Council, term X.

For the agricultural sector, particular attention should be given to the completion of winter-spring rice cultivation for 2023-2024 according to the seasonal schedule. Additionally, tasks to address the risks of drought, water shortages, and saltwater intrusion should be promptly carried out. Regarding the construction of new rural areas, there is an urgent need to finalize all documents for the Central Government's recognition of Tra Cu district meeting new rural standards. Meanwhile, Cau Ke and Tieu Can districts should strive to attain advanced new rural standards. Plans for the implementation of the new rural development program in 2024 should be developed, with a focus on fulfilling the three criteria for new rural provinces that are yet to be met.

In addition, preparations for activities celebrating the Party and the Year of the Dragon in 2024 need to be meticulous. The effective execution of initiatives to care for and visit policy families, individuals with meritorious services, and those in difficult circumstances during the festive season is crucial. There should be a concerted effort to implement a peak operation to suppress crime, ensuring security and order during the Lunar New Year of the Dragon in 2024. Adequate preparation for the selection and enlistment of citizens into the army is imperative, along with the well-organized execution of the "Military and Civilian Tet" activity in 2024.
