During this session, they also outlined the work program for the final three months of 2023 for the Provincial Party Committee.

Conference setting

The meeting was chaired by Comrade Ngo Chi Cuong, Member of the Party Central Committee and Secretary of the Provincial Party Committee, along with Comrade Kim Ngoc Thai, the Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, as well as Comrade Le Van Han, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

In the first nine months of the year, the Provincial Party Committee's effective leadership and direction resulted in the accomplishment and overachievement of 20 out of 31 primary objectives.

The Gross Regional Domestic Product (GRDP) of the province for the first nine months experienced an impressive growth rate of 8.51%, securing the second position in the Mekong Delta region. The total value of agricultural, forestry, and fisheries production approached nearly VND 21.8 trillion, marking a 2.04% increase. Meanwhile, industrial production reached an estimated value of over VND 26.6 trillion, indicating a substantial 12.48% growth compared to the same period the previous year. The trade and service sectors witnessed remarkable growth, with total retail sales of goods and service revenues reaching over VND 41.8 trillion, signifying a remarkable 21.23% increase. Total budget revenue exceeded the estimate at more than VND 12.9 trillion, equating to 100.28% compliance with the resolution. Basic construction disbursement reached 52.54% of the plan.

The Provincial Party Committee concentrated on enhancing the quality of constructing new rural areas and successfully implemented multiple favorable administrative reforms. Moreover, they diligently enforced various social, ethnic, and religious security policies while demonstrating a commitment to nurturing conditions for the development of cultural, sports, tourism, healthcare, education, training, science, and technology activities. The region's political stability and public safety remained secure.

During the conference, participants engaged in constructive discussions concerning the establishment of standardized new rural areas, the elevation of advanced new rural standards, the strategies for crop and livestock disease prevention and control, the organization of the Coconut Wax Festival, promotion of distinctive tourism products, and the distribution of construction funds.

Provincial Party Secretary Ngo Chi Cuong delivering a speech

Concluding the meeting, Provincial Party Secretary Ngo Chi Cuong recommended that all administrative levels and sectors enhance their political and ideological work, evaluation processes, organization restructuring, workforce allocation, and most notably, the implementation of leadership and management position transformations as outlined in Project No. 06. The replication of successful party building models, including the "four good" cell model and the "four good" party committee, remains a priority. Focusing on the effective delegation and execution of tasks for grassroots party members overseeing households is also essential.

In order to ensure effective leadership and management, leaders are encouraged to provide specific directions for their tasks, complete with precise implementation schedules. Regular self-assessment and prompt rectification of limitations are imperative. Furthermore, increasing oversight, monitoring, and party discipline enforcement are essential. It is crucial to proactively oversee and evaluate the activities of party organizations, governments, and socio-political organizations, and to conduct collective and individual evaluations, thereby assessing and categorizing the quality of grassroots party organizations and party members for the year 2023.

Continuing to provide strategic direction for the maximum and sustainable exploitation of the province's resources and strengths is essential. Furthermore, proactive measures for preventing natural disasters and epidemics affecting crops and livestock are a high priority.
